“To reduce the risk of localized flooding, ODOT will use temporary towers and a gantry crane to lift and position the bridge beams, eliminating the need for a work bridge in the river during the winter. Steel beams are lifted from the staging area on the west bank.” – OregonDOT on YouTube.
