In my 22 years of covering the transportation scene, I cannot recall a time when we’ve been faced with a more unsettled and volatile policy environment. In the past, the trajectory of the federal surface transportation program was fairly predictable: with each reauthorization, the program was expanded in scope and increased in funding. This time it’s different. In the months ahead, Congress is likely to cut discretionary spending and this, I believe, will profoundly alter the scope of the federal role in transportation and the character of the federal transportation program.

Federal Surface Transportation Reauthorization Talks at a Standstill

NEW YORK BUILDING CONGRESS
The key federal funding source for highways, bridges and mass transit capital funding expires at the end of the month with no likelihood of a long-term reauthorization. At this point, it seems most likely that Congress will extend existing legislation for one to two years, with funding formulas holding at 2005 levels. As a result, New York State transportation agencies that planned on increased funding in the coming years with a new transportation bill, now face even deeper capital budget deficits, which will further jeopardize critical improvement and expansion projects.

Research has consistently shown that spending on transit creates more jobs than spending on highways. Estimates of job generation include the workers who construct the infrastructure and operate transit, as well as the jobs created by suppliers to the construction industry and by the increased spending of workers in the local economy. Transportation spending also has indirect effects on job creation by increasing the efficiency of the transportation system and improving business productivity.
